7 Drugstore Foundations for Every Skin Type, Finish, and Budget
The best drugstore foundations have come a long way, and the gap between them and their high-end counterparts is narrower than most people think—thanks to sophisticated formulas that span every finish, skin type, and coverage level imaginable. Whether you're after a full-coverage formula that holds up through your most bustling days, a lightweight skin tint that acts like skin care, or a dewy finish that lends a lit-from-within glow, there's a drugstore foundation for you.
The catch? You need to know what to look for. Keywords regarding finishes matter: Matte and blurring formulas signal oil control, while dewy and radiant point to hydration and light reflection. Skin-care ingredients matter, too, with many drugstore picks featuring actives like hyaluronic acid, niacinamide, and vitamin C for makeup that nourishes skin, rather than just caking and masking.

Best Overall: Milani Conceal + Perfect 2-in-1 Foundation + Concealer
Why we love it: If you want to maximize your base routine, the Milani Conceal + Perfect 2-in-1 Foundation + Concealer works overtime. The formula pulls double duty, targeting under-eye circles, redness, and blemishes while simultaneously evening out your overall complexion. The oil-free base keeps excess shine in check from the jump, while silica absorbs sebum throughout the day, keeping coverage in place without migrating or fading.
As for skin-care benefits, glycerin draws in moisture and helps the formula glide on smoothly, so even as you build up coverage, it never settles into texture or looks cakey. The natural-matte finish delivers a filter-like effect, and because the formula is waterproof and sweatproof, it holds up in all weather and through daily activities.
Tester feedback from contributor Jailynn Taylor
“Deeper shades tend to run yellow, which makes finding a true match harder than it should be as someone with a neutral undertone. Milani's Conceal + Perfect 2-in-1 Foundation + Concealer has been my drugstore go-to for a few years now because its shade range is robust enough to match my undertone in both winter and summer. The formula blends easily, builds from medium to full coverage without sitting heavy on the skin, and does a solid job of evening out my dark circles and hyperpigmentation. The finish lands in that sweet spot between matte and natural, so I don’t look flat or oily with prolonged wear.” —Jailynn Taylor, contributor

Best Semi-Matte Finish: Maybelline New York Super Stay Lumi-Matte Foundation
Why we love it: A true matte finish that still lets skin breathe is hard to come by, but the Maybelline Super Stay Lumi-Matte Longwear Foundation pulls it off. After all, it earned a 2025 Allure Best of Beauty Award in the Steals category, so you know it’s a great deal. Infused with amino acids, specifically proline and glutamic acid, the formula delivers a very subtly glowy, matte finish that holds up against sweat, water, and transfer without looking flat. It also feels totally weightless and looks like a second skin, which is why it went viral in the first place.
Niacinamide helps even out skin tone and minimize the appearance of pores, while kaolin, an absorbent clay, helps keep oil in check. The flexible film technology is what gives this formula its staying power, forming an airy layer that moves with skin rather than sitting on top of it.
Tester feedback from commerce editor Sarah Han
“I heard a ton of buzz around this product, which started as an Asia-exclusive product and promptly went viral for its weightless-yet-matte formula. Even as someone who prefers hydrating, glowy foundations, the “lumi-matte” of it all really intrigued me. Once I actually got my hands on it and applied it to my skin, I understood the hype. It’s a lightweight, though buildable, formula (I was feeling low-key when I took my photos) that I don’t usually associate with semi-matte formulas. I was mostly invested in the staying power, and it didn’t budge throughout the day—however, I still apply powder along my T-zone for extra insurance. I love how this truly falls in between a skin tint and matte foundation—this might just be my go-to summer base.” —Sarah Han, commerce editor

Best Dewy Finish: L'Oréal Paris Infallible Pro-Glow Foundation
Why we love it: L'Oreal Paris’ Infallible Pro-Glow Foundation is a lightweight and creamy formula built for normal to dry skin, offering medium coverage that glides on smoothly without settling into texture or clinging to dry patches. Glycerin, a powerhouse humectant, draws moisture into the skin and keeps it there, which is why the formula feels comfortable from first application through the end of the day. Tocopheryl acetate, a form of vitamin E, adds an antioxidant layer that helps protect skin against environmental aggressors.
Silica hums in the background to smooth and blur uneven textures, leaving you with a lit-from-within glow that actually lasts. And as an added bonus, it includes SPF 15, which offers an added boost of sun protection.
Tester feedback from associate social media manager Katie Gunderman
"The L'Oreal Paris Infallible Pro-Glow Foundation has held down a place in my makeup collection since it first dropped in 2016. This foundation looks so skin-like when applied and can be built up to a good medium to full coverage without looking heavy. The glow it gives you is radiant and natural and, while I have never worn it for the 24 hours the branding claims it can last, it still always looks flawless after eight to 10, especially if you set your more oily areas with powder. The only setback with this foundation is that the SPF 15 means it can have a white cast in flash photography." —Katie Gunderman, associate social media manager

Why we love it: If a your-skin-but-better finish is the goal, the e.l.f. Cosmetics Soft Glam Satin Foundation delivers. The medium-coverage formula keeps dryness in check, thanks to a hibiscus complex, while coco-caprylate/caprate lends a skin-conditioning slip for smooth, buttery application, and the satin finish offers a softly blurring effect.
Another bonus: This is a non-comedogenic formula that won’t clog pores, so it performs well on both dry and oily skin. With 36 shades spanning fair to rich across cool, warm, and neutral undertones, there’s a match for everyone.

“I'm a skin tint girlie through and through, so foundations aren't really my go-to, but this e.l.f. Cosmetics pick is the exception. It's lightweight, hydrating, and gives the perfect amount of coverage. Not too much, just enough to cover my discoloration and even my skin tone.” —Melanie Curry, associate manager of audience development

Girl Pro Coverage Liquid Foundation makes a strong case—and at an attractive $10 price point. This buildable formula goes on lightweight and delivers coverage that actually masks dark spots, redness, and uneven texture without caking or pilling. Best for Mature Skin: L’Oréal Paris True Match Nude Hyaluronic Tinted Serum
Why we love it: As skin ages, hyaluronic acid and collagen production naturally decrease, and with it, some of the plumpness and moisture retention that keep your complexion looking its glowiest. The L'Oréal Paris True Match Nude Hyaluronic Tinted Serum was formulated with exactly that in mind. Infused with 1% hyaluronic acid, the skin tint attracts water and forms a light, invisible film that locks in moisture, so the finish never settles into fine lines or clings to dry patches.
Luminous mineral pigments deliver sheer, skin-like coverage that enhances rather than masks your complexion, making it feel less like foundation and more like a step in your skin-care routine. Tocopherol adds an antioxidant layer that supports skin health over time, while Moroccan lava clay absorbs excess oil without disrupting the formula's hydrating payoff.

Best Foundation Stick: Mented Cosmetics Foundation Stick
Why we love it: Stick foundations are the ultimate grab-and-go option, and the Mented Cosmetics Foundation Stick makes a strong case to take up permanent residency in your bag. Jada Marie, a Brooklyn, New York-based makeup artist, says the foundation "delivers a quality full coverage base comparable to high-end alternatives." The buildable, medium-to-full-coverage formula dries down to a lightweight finish, thanks to jojoba seed oil, a skin-identical emollient that conditions without clogging pores. Meanwhile, hyaluronic acid and aloe draw moisture into the skin, so you get smooth, never-texture-emphasizing coverage.
Marie also notes that "unlike other stick foundation formulas, Mented’s doesn't have that waxy, slippery texture." She also recommends warming the product between your fingers or on the back of your hand before applying with a dense foundation brush for the most seamless finish.

Frequently asked questions
Is drugstore foundation as good as high-end foundation?
Yes. "Drugstore and high-end foundations share similar base formulations, making it achievable to attain high-end results at affordable prices," Marie says. NYC-based cosmetic chemist Ron Robinson agrees, noting that "drugstore foundation can be as good as high-end foundation for most parameters, including finish, performance, wear, and shade range."
For sensitive or reactive skin, drugstore may actually be the better call, as they are "less likely to incorporate fragrance and alcohol," Marie points out. On the flip side, Robinson says that higher-end formulas may have an edge when it comes to "the addition of skin treatment ingredients like niacinamide, vitamin C, and peptides." Still, as Marie puts it, “the difference between drugstore and high-end foundation narrows down to technique and product choice.”
What's the best drugstore foundation for mature skin?
Marie points to two qualities that make drugstore foundations a strong pick for aging skin: "lightweight and breathable." A lightweight texture, she explains, "minimizes the appearance of fine lines and texture, avoiding a 'cakey' look that can emphasize rather than conceal these concerns." She also highlights that many drugstore foundations now incorporate active skin-care ingredients like hyaluronic acid for added nourishing, softening benefits.
What should you look for in a drugstore foundation?
"Familiarize yourself with foundation finish keywords that align with your makeup goals," says Marie. "Terms such as matte and blur indicate oil-controlling and pore-minimizing ingredients, while dewy, smooth, and radiant indicate hydrating, light-reflecting formulas." From there, she recommends comparing shade ranges across brands to find the best match, and always checking the product's expiration date and point after opening symbol to ensure the formula is "both safe and performing at its optimal efficacy."

How we test and review products
Before reviewing any makeup, we ask questions about a number of factors: What ingredients are in it? Does the brand offer a wide shade range inclusive of consumers with all skin tones and undertones? Is it safe for readers who have sensitive skin or wear contact lenses? Is it on the affordable side or more of a splurge? Is its packaging consciously designed or needlessly wasteful?
For our review of the best drugstore foundations, we enlisted the help of multiple editors, writers, contributors, and makeup artists to review the products. This ensures our testing base spans different skin tones, genders, and dermatological conditions. We considered each product's performance across four primary categories: ingredients, wear and longevity, packaging, and inclusivity. For more on what's involved in our reporting, check out our complete review process and methodology page.
Our staff and testers
A beauty product is a personal purchase. You might be searching for a face cream to address persistent dryness or a new nail product to add to your Sunday self-care routine. You may simply be browsing for the latest launches to hit the hair market. No matter what you seek or your individual needs and concerns, Allure wants to ensure that you love anything we recommend in our stories. We believe that having a diverse team of writers and editors—in addition to the wide range of outside testers and industry experts we regularly call upon—is essential to reaching that goal.
After all, can we really say a skin-care product is the "best" for people over 50 if the only testers we've solicited opinions from are folks who have yet to hit 30? Can we honestly deem a high-end diffuser worthy of your hard-earned cash if it's never been tested on curls? We're proud that our staff spans a wide range of ages, skin tones, hair textures, genders, and backgrounds, which means that we're able to fairly assess any beauty product that comes into the beauty closet.
